LIHEAP: Disconnect/Reconnect gap widens

The last three LIHEAP seasons have seen a noticeable rise in the number of gas utility disconnections that have not been reconnected. From March of 2004 – February of 2005 there were 19,524 disconnects that were not reconnected. The same period in 2005-2006 saw the gap increase by 228 to a total of 19752 not reconnected. In 2006-2007 the gap increases by 688 disconnects to a total of 20440 not reconnected.

Jason Fisher, manager of HACAP’s LIHEAP program shares his concern. “In April people start calling; some owe so much we can’t help. Some reconnect some don’t, this results in a gap.” The peak of gas usage during the winter months (Nov.-Mar.) creates average gas utility debts of $600-700. "It is not uncommon to see people $1,500 behind in payments. This is especially true for those who rent houses that are not properly insulated." LIHEAP can only partially alleviate the situation in the form of a one time annual payment of $315 to the energy provider. This year HACAP’s LIHEAP program will mass mail applications to those who applied for LIHEAP last year. Applications are accepted starting Oct 1st for the elderly and disabled and Nov. 1st for everyone else. Interested parties may inquire by calling the 2-1-1 information line by setting up an appointment at their local HACAP site.

Federal funding for LIHEAP in Iowa for fiscal year 2007 totaled $36,343,186. LIHEAP income eligibility level is set at 150% of the federal poverty level.
