HACAP’s Assessment and Resolution Energy Counseling program (A&R Program) is established in order to provide energy efficiency education, budget counseling and incentives for qualified households. The program’s desired outcome will be a decrease in energy consumption, which will aid in the reduction of reliance on non-household income assistance as a means of maintaining energy services.
The program will provide assessments of energy bills and arrears for households that have been approved for the Low-income Home Energy Assistance Program (LiHEAP) and other households covered under A&R contracts with HACAP (such as the Alliant Energy Counseling program and those households who could be served under CDBG and HSOG counseling grants).
Stable Households
Objectives of the creation of stable households is to provide households with Budget counseling
- Assistance in negotiating with energy vendors to identify arrears and create repayment plans
- Assistance to reconcile arrears and payment of utility bills
Energy Efficient Households
Objectives of the energy efficiency goal is to provide households with:
- Education and information regarding energy efficiency measures
- Energy efficiency kits which include compact-florescent light bulbs, high-efficiency shower heads, faucet aerators, etc.
