HACAP Releases Annual Volunteer Income Tax Assistance(VITA) Impact Numbers

The Hawkeye Area Community Action Program (HACAP) released its annual Volunteer Income Tax Assistance(VITA) Impact Numbers, which details findings about the 2020 tax report for Dubuque County Residents and surrounding communities. The IRS's VITA program offers free basic tax return preparation to qualified individuals. The VITA program has operated for over 50 years and is open to all individuals or families who meet the following qualifications.
 
● People who generally make $57,000 or less
● Persons with disabilities; and
● Limited English-speaking taxpayers
 
This year, HACAP Staff and over ten trained VITA volunteers provided residents with
touch free access to free tax-filing services. The following reported numbers
demonstrate the economic benefits of filing for tax returns and the critical role these
services play for moderate-low income families, especially during the global pandemic.
VITA trained volunteers in Delaware, Dubuque, and Jackson Counties completed 758
free returns for tax years 2017, 2018, 2019 and 2020 generating $1,048,252 in federal
refunds of which $187,373 was federal EITC and $238,000 was stimulus payments.
Iowa state refunds totaled $260,334, Illinois state refunds totaled $4,756, and Wisconsin
refunds totaled $2,021.
