HACAP serves the following counties in Iowa: Benton, Dubuque, Delaware, Iowa, Jackson, Johnson, Jones, Linn and Washington. If you are outside of our service area and looking for programming within your community, please find your local Community Action Program by visiting iowacommunityaction.org.
