HACAP Dubuque Outreach Office Relocating to New Location October 1

Hawkeye Area Community Action Program (HACAP) is relocating its Dubuque Outreach Office to a new location effective October 1, 2026.

 

Beginning October 1, community members can visit HACAP at: 1301 Central Ave., Suite 100 Dubuque, IA 52001.

 

The office is currently located at 220 W. 7th St., Dubuque, IA 52001.

 

Office hours will remain unchanged, with staff available Monday through Friday from 8:00 a.m. to 4:00 p.m. The office phone number will also remain the same at (563) 556-5130.

 

The relocation comes at a busy time as HACAP begins accepting applications for the Low-Income Home Energy Assistance Program (LIHEAP). Beginning October 1, elderly and disabled individuals may apply for assistance with home heating costs. Applications for all other eligible households will open November 1.

 

The new Central Avenue office will also serve as the primary hub for HACAP’s Volunteer Income Tax Assistance (VITA) program. VITA provides free tax preparation services to eligible residents in Dubuque, Delaware, and Jackson counties and will begin operations later this winter.

 

HACAP encourages current and prospective clients to note the location change and continue reaching out for assistance with energy assistance, tax preparation services, and other community resources.
