Hawkeye Area Community Action Program (HACAP) opened a new Dubuque County Outreach Office on October 15 located at 220 W. 7th St. just under Town Clock. The new outreach center has replaced the former Operation: New View Office on Central Avenue and that building is no longer a place of service.
