The Volunteer Income Tax Assistance (VITA) program, is a free, reliable, and trusted source for preparing tax returns for eligible individuals and families. All volunteers and staff are IRS-Certified and ready to assist you during the tax filing season. While HACAP does not oversee the VITA program in Johnson and Linn counties, we encourage you to explore the following resources for assistance:

Who is eligible?
- Households with no farm income, rental income, or business income
- Dubuque, Delaware, and Jackson County residents
- Individuals/families who generally make $67,000 or less
- Persons with disabilities
- Limited English-speaking taxpayers
Documents Needed to apply.
- Copy of Photo ID; required for all adults listed on the return.
- Copy of social security cards, including dependents.
- Copy of your most recent tax return filed.
- Wage and earning statement(s) from all employers, for each year you are filing. (Form W2, W-2G, 1099-R, 1099-Misc, SSA 1099)
- Bank account and routing numbers for direct deposit of any refund.
